Twin and Twin XL share a width (38 in.) but differ by five inches in length. A twin sheet on a twin XL mattress rides up and leaves the mattress exposed at the foot; a twin XL sheet on a twin mattress has surplus fabric that bunches. For a university dorm bed, you almost certainly need Twin XL bed sheets, not standard Twin.
